巴特是荷兰王国驻沪总领事馆荷兰创新网络的科技与创新处的官员。 荷兰创新网络是荷兰经济事务和气候政策部的一个部门，旨在通过将全球创新网络与荷兰创新网络联系起来，从而提高荷兰的创新能力。 这个机构工作内容是向荷兰的大学、研究机构和公司介绍中国的发展和机遇，并组织各种活动以促进中荷两国在研究、开发和创新方面的合作。
加入领事馆之前，巴特曾在中芯国际上海总部工作，中芯国际是中国大陆最大、最先进的半导体代工厂，主要负责贸易合规和国际政府间的关系。 在2012年移居中国之前，他还曾在荷兰海牙经济部担任出口管制和战略产品政策顾问。
Officer for Innovation, Technology and Science for the Holland Innovation Network at the Consulate-General of the Kingdom of the Netherlands in Shanghai
Bart is Officer for Innovation, Technology and Science for the Holland Innovation Network at the Consulate-General of the Kingdom of the Netherlands in Shanghai. Holland Innovation Network is part of the Dutch Ministry of Economic Affairs and Climate Policy and aims to improve the innovation capabilities of the Netherlands by linking global and Dutch innovation networks. We inform Dutch universities, research institutes and companies about developments and opportunities in China and organize events to facilitate cooperation on research, development, and innovation between China and the Netherlands.
Before joining the Consulate Bart worked at the Shanghai headquarters of SMIC, mainland China’s largest and most advanced semiconductor foundry, where he was responsible for trade compliance and international government relations. Prior to moving to China in 2012 he worked as a policy advisor on export controls and strategic goods at the Dutch Ministry of Economic Affairs in The Hague.
